Leadership Procedures

School Captains, Ministers and House Captains selection procedures 2023

Rationale

To provide opportunities for senior students to develop leadership skills.
To outline the selection criteria for nominations.
To state the criteria for retention of position once elected.
To outline the procedures for nominations and voting.
To outline the responsibilities of the roles.

Policy Outline

Two school Captains and two Vice-Captains will be elected. The school Captains will also hold the role of Prime Minister, and Vice-Captains will hold the position of Deputy Prime Minister in the School Parliament.

12 Ministers will also be elected to make up the Hayes Park Public School Parliament. These positions are:
- Minister for Education and Technology
- Minister for Sport
- Minister for Environment
- Minister for Aboriginal Education
- Minister for Creative Arts
- Minister for Community

8 House Captains will also be elected to promote events and encourage student participation across the school.

Captains, Vice-Captains, Ministers and House Captains will receive a badge of office to be worn each day. The principal can revoke any leadership position if the student’s behaviour does not follow school expectations.

Students in Year 5 will be eligible for nomination provided they meet the following selection criteria. Hayes Park Public School Leadership procedures

Leadership position nominations

Students are to self-nominate during the agreed time frame each year. This will be from Weeks 2 - 4, Term 4.

Students need to complete a nomination form, which includes the following;
• Tick the position(s) on the nomination form they would like to go for. Students can choose to apply for up to 3 positions and list their preferences from 1 - 3. Example,1 – Captain/Vice Captain, 2 – Minister for Creative Arts, 3 – House Captain – Alinta.
• Gain a recommendation signature from their current classroom teacher and another teacher across the school with whom the student has worked in the past, plus an Executive staff member. Students have four weeks to achieve all required signatures by Friday, Week 5.
• All students applying for any leadership position will need to attend an interview with Executive members of staff in Week 6 and will be asked three questions in the interview based on the selection criteria. Questions will be given prior to the interview.
• If successful, only students applying for a Captain/Vice-Captain position will then need to complete a formal speech in Week 7, Term 4.
• All Minister positions will be selected by Executive staff from student nominees in Week 8.
• All House Captain positions will be voted on by students (2023 Years 3 – 6) in Week 8.

Selection Criteria for Nominations
Students will be eligible for nomination if:
• The student consistently demonstrates respect for themselves and others, including school property, as well as completing all school work to the best of their ability at all times. The student always shows consideration for other people’s feelings and differences.
• The student consistently acts safely in all areas of the school and always engages in safe, friendly play and co-operates by working with other students. Hayes Park Public School Leadership procedures
• The student is always responsible and is a positive role model for other students across the school. This includes wearing their school uniform with pride, participating in all relevant school activities to their best ability and has consistent attendance, including being on time for class.
• The student consistently demonstrates a resilient attitude and takes on feedback. They are willing and confident to speak in public, address an audience, etc.

Students may be ineligible if:
• They have been given a Warning of Suspension or a Suspension throughout the year.
• They have received two or more Red Levels or consistent Yellow Levels throughout the year.

Speeches (Captain nominees only)
Only students who are applying for Captain or Vice-Captain positions need to complete a formal speech.

If a student is applying for Captain or Vice-Captain and is successful with their nomination and interview selection, they are required to prepare and present a 2 - 3-minute speech to their peers (Years 3 – 5) in Week 7, Term 4.

Speech criteria (Captain nominees only)
The speech must include the following:
• Why they want to be a school leader.
• The personal qualities and responsibilities expected of a school leader and how they have demonstrated these qualities.
• Any examples of leadership and representative roles (PSSA sports, debating, creative arts, Hayes Helper) undertaken whilst at Hayes Park PS.

Students may include additional information. However, speeches are to be no longer than 2 - 3 minutes.

Voting for School Captains

The voting process will proceed as follows:
• Eligible voters include all Year 3 to Year 5 students, successful nominees and all teaching staff.
• Eligible voters will vote for one boy and one girl candidate.
• Voting will be conducted after all speeches have been made.
• Teachers will be responsible for organising the secret ballot paper, Term 4 Week 7, as well as conducting the voting and a minimum of two teachers counting the votes.
• Captains will be the candidates who receive the highest number of votes, and the Vice Captains will be the candidates who receive the next highest number of votes.

Retention of Leadership Position

Hayes Park Public School expects all student leaders to behave in a courteous manner, engage in safe play, complete work to the best of their ability, wear full school uniform and participate in school events.

The school can revoke a leadership position if they:
• Receive a warning of suspension or are suspended for inappropriate classroom or playground behaviour.
• Display unacceptable behaviour (at the principal’s discretion).

If a leadership position is revoked, the boy or girl next in line (based on the number of votes) will step into the position.

Responsibilities of the roles

Roles of School Captains are, but are not limited to:
• Greeting visitors and guests to the school at special occasions.
• Running or assisting with assemblies as well as special days/events, including ANZAC day and kindergarten transitions.
• Meeting with teachers and executives during lunch times to organise roles and special events.
• Representing Hayes Park Public School at out-of-school and inter-school activities and events, such as all sporting carnivals.
• Assist Ministers with special projects across the school.
• Be a student leading in all settings. • Other duties as negotiated

Roles of Ministers are, but are not limited to:
• Lead projects that relate to their ministership portfolio.
• Address School Parliament with the progress of projects.
• Meeting with teachers and executives during lunch times to organise roles and special events.
• Representing Hayes Park Public School at out-of-school and inter-school activities and events, such as all sporting carnivals.
• Be a student leading in all settings.
• Other duties as negotiated.


Roles of House Captains are, but are not limited to:
• Increasing student participation in events across the school, including sports, creative arts, technology and other external events.
• Be a student leading in all settings.
• Other duties as negotiated.
